Urgent Action to Recover Francine, the Missing Lowe’s Cat
This campaign has ended.

AS OF 10/6/2025, FRANCINE HAS RETURNED HOME!!!!!!
Thank you to every single person who made this happen, it took all of us!! We believe that without the pressure from the public that individuals like you helped provide, Francine may still be missing. This was a communnal effort and we are so so thankful for your support.
We encourage everyone to leave Francine alone for now, she deserves her rest after a long business trip. The best way for us to show our love for her is to leave her alone so she can decompress and not be overwhelmed.
We would like to invite everyone to Francine Fest, a celebration of her return benefitting the Richmond SPCA, SOS Cats RVA, and the Richmond Animal Care and Control. This will be held 10/8 from 5pm-10pm at Mainline Brewery in Richmond. Please check the @WheresFrancine Instagram for details.
Thank you deeply.

AS OF 10/4/2025, Lowe’s Corporation has adhered to ALL asks of our petition.
They are providing daily updates, have informed us of the search efforts taken so far, have consulted our Richmond, VA community organizations for their expertise, have invited them on property to aid in the search, and have deployed advanced technology such as thermal drones, thermal cameras, and trackers. Please check the @WheresFrancine Instagram account for latest updates.
We will leave this petition open for signatures in the meantime, so that the community may still express their support of these actions. Thank you for everyone’s help in bringing home Francine!

Francine, affectionately known as the Lowe’s cat, has been a beloved celebrity of the Broad Street Lowe’s in Richmond since 2017. In September 2025, she went missing, with security footage indicating she boarded a delivery truck bound for Lowe’s Distribution Center #1420 in Garysburg, North Carolina. Despite limited searches by animal control, community members and volunteers have voiced concern over lack of transparency and cooperation from Lowe’s. Her disappearance has drawn worldwide media attention and community support, with growing calls for stronger search efforts and cooperation to bring her home safely.

We, the undersigned, are concerned citizens, pet lovers, community members, customers, and advocates for Francine. We respectfully submit this petition to request transparency, cooperation, and deployment of advanced resources to aid in the search and safe recovery of Francine, our beloved Lowe’s cat.
Our Requests:
1. Full Transparency & Daily Updates
1. Full Transparency & Daily Updates
- Provide a detailed timeline of what actions Lowe’s has taken, when and where, to search for Francine.
- Commit to daily public updates on the status of the search, efforts underway, and any leads.
- Release or grant controlled access to relevant security camera footage from the distribution facility.
2. Allow Additional Trappers and Volunteers on Site
- Grant controlled access (with safety protocols and releases/waivers) to vetted trappers and animal welfare organizations including the Richmond SPCA to assist with trapping and search inside and around RDC #1420.
3. Deploy Advanced Search Tools and Technology
- Hire scent-tracking / detection dogs (trained in trailing cats or small mammals).
- Use heat-seeking / thermal drones to survey the grounds of the facility.
- Implement trail / motion-sensitive cameras across key areas to monitor activity and trace movements.
Why is this important?
Together, we can bring Francine home. We urge Lowe’s to act with transparency, compassion, and urgency. Please add your name below to show your support and help ensure every possible step is taken for Francine’s safe return.
